Communications Manager opportunity with Highways England in Bedford

Hays Marketing is working with Highways England who are looking to appoint a Communications Manger to join their team in Bedford.

Job role:

You will coordinate and deliver a dedicated professional 'best practice' communications and engagement service to project teams involved with the delivery of the relevant regional capital investment programme, including the establishment of brand-new channels (e.g. regional stakeholder events and newsletters).

* To provide the capital investment programmes with dedicated communications and engagement support specific to the North regional and/or national programme.
* To coordinate and deliver best practice communications and engagement appropriate to the relevant programme.
* To ensure that the most appropriate communication solutions are delivered to the highest possible standards and to work with specialist teams, from within Highways England and the supply chain, to deliver where appropriate.

Key Accountabilities

1. Act as internal adviser to senior managers, staff and partners in the supply chain on handling communication and engagement activities and issues within a programme delivery environment.
2. Support the senior communications manager with the development and delivery of a regional communications strategy, designed to support the delivery of capital projects in the region, while managing our corporation reputation.
3. Oversee the delivery of project communications plans that capture all scheme milestones and support requirements. This includes the provision of templates, checklists and guidance, as well as assurance, editing and proof reading
4. Identify project communications risks and hotspots, supporting the project teams to design mitigations, or escalate issues.
5. Ensure regional stakeholder planning and tracking tools are kept to-up-date and maintained on a weekly basis.
6. Ensure key stakeholders are identified and regular formal engagement is maintained by project teams. Work with subject matter experts and ensuring all statutory communications requirements are met.
7. Coordinating the delivery of project related communications activity across offline and online channels.
8. Identify and monitor spending on communications activities by project teams.
9. Maintain good relationships with key internal and external stakeholders.
10. Work collaboratively across organisational boundaries to address challenges and issues, mitigating risks and pursuing opportunities within the agreed communications programmes.
11. Actively seek and act on feedback to ensure continuous improvement of service delivery. Identify project communications risks and hotspots, while supporting the team to design mitigations or escalate issues.
12. Evaluate communications activity and share learning and best practice with other programme and customer group colleagues to ensure wider rollout as appropriate.
13. Ensure the effective delivery of agreed objectives and continuous improvement of communications activity within the area of responsibility
14. Work with regional communications manager to identify opportunities, options and solutions to deliver the communications strategy, using effective best practice and business insight
15. Work with other members of the programme and customer operations group to identify opportunities, options and solutions for taking forward communication strategy, principles and effective practice to meet the current and future needs of the programme - contribute business insight and priorities to the Highways England communication strategy, plans and change initiatives.
16. Work collaboratively across organisational boundaries to identify business needs, priorities and potential challenges that impact on or are impacted by company communications and take action to mitigate risks and pursue opportunities.
17. Develop and apply strategy, principles and effective practice in communications to meet organisational requirements

Person Specification
Business Knowledge and Experience

* Demonstrable experience as a communications professional with a good understanding of the wider communication context.
* Specialist communications knowledge and experience, underpinned by relevant professional qualifications or training
* Proven track record of managing communications in a programme delivery environment, preferably in large scale infrastructure delivery and/or the development sector.
* Evidence of effective stakeholder relationship management, influencing & negotiation skills, and be able to demonstrate effective people management skills
* Evidence of working successfully with senior leaders from within internal and external stakeholder organisations

Functional / Technical Skills
* Ability to understand the context and implications of technical plans and scheme delivery activities to a sufficient level to enable effective decisions to be taken
* Examine project priorities to identify the role for communication and translate those priorities into measurable communication objectives
* Demonstrate robust knowledge of the industry and wider communications landscape. Draw on this expertise to deliver effective and value for money communication strategies
* Successfully direct and oversee implementation of, multi-audience communication strategies to meet project objectives
* Assess the impact of communications across a range of measures. Identify recommendations for future communications
