Police Scotland is the UK’s second largest police service, with a workforce of over 22,000 police officers and staff, and a budget of more than £1 billion. Its purpose is to improve the safety and wellbeing of people, places and communities in Scotland. Established as a single police service in 2013, Police Scotland serves a population of over five million people, in cities and towns and across rural and island communities.

The Scottish Police Authority (SPA), Police Scotland’s governing body, have recently approved plans to transform Police Scotland’s IT capabilities and develop the national infrastructure expected of a 21st century Police Service operation in the digital age. This has resulted in the Scottish Government approving a very significant investment in Digital, Data and ICT (DDICT) both now and in the years ahead.  

One of the first areas of improvement will be the rollout of mobile devices to police officers across Scotland, making it simpler to access and share information and enabling police to spend more time in communities. The change will transform the way the public and police communicate and will enhance Police Scotland’s ability to tackle and prevent crime. As Chief Digital & Information Officer (CDIO) you will spearhead this and other improvements/initiatives across Scotland.

The Role

  • Provide an efficient, effective and forward-looking Digital and Technology service delivery across the Police Service of Scotland (PSoS) and continue to develop and deliver on the Digital, Data and ICT (DDICT) Strategy.
  • Be responsible for the development and implementation of ongoing DDICT strategies and plans for the delivery of the Policing 2026 Strategy enabling PSoS to transition safely and securely to being digitally enabled. 
  • Provide Digital Transformation technical leadership to the business and work closely with colleagues and the Scottish Government to improve service delivery, operational effectiveness and cost optimisation.

The Candidate

  • The successful applicant will be educated to degree level in Computer Science or equivalent and/or proven experience of technical competence and managing complex environments (10 years +)
  • You will have an established reputation within the technology sector as a proven, credible and effective leader of large scale complex digital/technology transformations. You will be an effective leader and manager of large technology teams and an effective business leader working alongside Executive colleagues with substantial Board level experience.
